녹색당은 오는 9월 IUCN 세계자연보전총회기간 진행될 ‘제주해군기지 반대 국제연대행동’에 동참하는 세계 녹색당 연합 명의의 공동성명을 발표했다.

현재까지 독일과 영국 녹색당을 비롯 대만, 미국, 호주, 이집트, 인도, 일본, 캐나다, 케냐 등 11개 국가 150여명의 녹색당 당직자와 녹색당원들이 연대 서명에 참여한 이 공동성명은 제주해군기지 공사가 유네스코 지정 세계자연유산을 포함한 제주 생태환경과 동북아 평화를 심각하게 위협하고 있음을 분명히 하고 있다.

또한 이 성명은 해군기지 공사의 즉각 중단을 요구하고, 전 세계 녹색당이 강정 주민을 포함한 한국 시민사회의 해군기지 반대 운동을 적극 지지하며 국제연대행동에 함께할 것임을 밝혔다.

특히 영국 녹색당(Green Party England and Wales)은 8월 8일 영국 내 언론 및 각 통신사에 배포된 별도의 공식 보도자료를 통해 “제주해군기지가 세계적 공분을 불러일으키고 있다” 면서 “영국 녹색당은 제주해군기지 공사 반대 운동을 지지하는 세계 녹색당 연합과 전적으로 입장을 같이한다. 이 공사는 주민 대다수의 반대에도 불구하고 강행되고 있을 뿐 아니라 동북아 지역의 평화와 생태환경에 심각한 위협이 되고 있다.” 고 밝혔다.

한국 녹색당의 하승수 사무처장은 “강정 해군기지 문제는 정부의 일방적인 결정에 의해 환경과 평화, 민주주의가 위기에 처하게 되는 전지구적인 문제의 전형적인 한 예를 보여준다. 전 세계의 녹색당원들이 지구 곳곳에서 이와 유사한 문제들에 저항해서 싸우고 있으며, 공동 이슈에 대하여 지속적인 연대를 하고 있다.”며 “녹색당은 국제주의 정당으로서 강정문제 뿐 아니라 핵발전소 철폐 등 세계 각국의 녹색당이 집중하고 있는 문제들에 대해 전세계 녹색당원들과 함께 계속 연대해 나갈 것” 이라고 밝혔다.

이번 공동성명서의 주요 서명자에는 독일의 녹색당 원내 부의장, 전 노르트라인베스트팔렌주 농업장관, 연방의원과 호주 녹색당의 상원의원, 일본 녹색당 공동대표와 니이가타 시의원 등이 포함되어있다.

No Jeju Naval Base

We, members Global Greens, strongly support the efforts of the Republic of Korea (ROK)’s civil society to oppose to the construction of a naval base in Jeju Island, and express our willingness to take part in the International Solidarity Action (2-9 September 2012) during the IUCN Jeju World Conservation Congress.

The on-going construction of the Jeju Naval Base is completely contrary to the principles of the IUCN Jeju World Conservation Congress, and poses a serious threat to both the ecosystem and peace of the East Asian region.

The 2012 World Conservation Congress, an environmental conference held every four years by the International Union for Conservation of Nature (IUCN), is to take place in Seogwipo City of Jeju Island from 6 to 15 September 2012. The island is located in the southern part of South Korea, which is also adjacent to China, Taiwan, and Japan.

However, a massive construction is being held to build a naval base of a size of 490,000 square meters in Gangjeong village, which is only 7 kilometers away from the IUCN congress site. It will not only harm the environment of Jeju Island but also ignite military tensions in the East Asian region. Moreover, the construction is underway against the will of a great number of villagers.

The Sea of Gangjeong village, where the Jeju Naval base is being constructed, is adjacent only by 2 kilometers radius to Beom Island, a UNESCO Biosphere Reserve, and is also one of the major habitats of the Indo-Pacific bottlenose dolphins, which is listed under the Red List of endangered species of the IUCN. It is estimated that there exist only 114 Indo-Pacific bottlenose dolphins in the territorial waters of the ROK.

Furthermore, Gureombi Rock, a great bedrock wetland located in the construction site of the Jeju Naval Base, is home to the Government-designated endangered species, such as sesarma intermedium, small round frogs, Jeju saebaengi (native freshwater shrimp of Jeju Island), and clithon retropietus v. martens.

Thereupon, we urge that the ROK Government and Jeju local government stop the enforcement of construction the military base, which will lead to irrevocable damage to the environment of Jeju Island. We also call upon the World Conservation Congress member organizations and member states to express environmental concerns about the construction of the Jeju Naval Base.

We, members of the Global Greens, announce our strong support for the nonviolent six-year long struggle of the residents Jeju Island, and express our commitment to foster constant solidarity with them.

현재 진행되고 있는 제주 해군기지 건설은 제주의 환경과 동북아 평화를 심각하게 위협하며, 세계자연보전총회의 근본 취지에 완전히 어긋납니다.

세계자연보전연맹(IUCN)이 매 4년마다 개최하는 환경 회의인 세계자연보전총회가 2012년 9월 6일부터 15일까지 중국, 대만, 일본과 인접한 한반도 남단의 섬 제주도 서귀포시에서 개최됩니다.

그런데 이 총회장의 불과 7Km 떨어진 제주도 강정마을에서는 천혜의 자연환경을 심각하게 훼손할 뿐 아니라 동북아시아에 위협을 불러올 총 49만㎡ 규모의 거대한 해군기지를 건설하기 위한 공사가 주민 대다수의 반대에도 불구하고 강행되고 있습니다.

해군기지가 건설되고 있는 강정마을 앞바다는 유네스코가 지정한 생물권보호지역인 범섬에 2km 반경으로 인접해 있으며, IUCN 목록에 등재되어 있고 한국에 오직 114마리밖에 남아 있지 않은 남방큰돌고래의 주요 서식지의 한 곳입니다.

제주해군기지 부지로 지정되어 파괴되고 있는 강정마을 연안의 ‘구럼비’ 바위역시 매우 특이한 암반습지이자 제주도가 지정한 절대보전지역의 일부로서 붉은발말똥게(Sesarma intermedium), 맹꽁이, 제주 새뱅이(제주고유의 민물새우 종류), 기수갈고동(Clithon retropietus V. Martens) 등 정부 지정 멸종 위기종들의 서식처이기도 합니다.

우리는 이에, 한국 정부와 제주도정에 환경 파괴 위협이 명확한 해군기지건설 강행을 중단할 것과, IUCN 회원단체와 회원 국가들이 해군기지 건설 공사의 환경적 해악에 대한 정당한 우려를 표명할 것을 촉구합니다. 또한 우리는 6년에 걸쳐 제주도민들이 제주해군기지를 반대하며 이어온 비폭력 활동을 지지하며, 이 활동에 계속 연대할 것임을 약속합니다.
